Building Consents

Horowhenua District Council is an accredited Building Consent Authority (BCA) and manages, monitors and processes Building Consent applications.

The Consents Team administers this process, which is designed to ensure building work meets all the criteria under the Building Act 2004.

Planning to build or renovate?

If you're planning to build or renovate your home or business there are certain guidelines and consents you need to adhere to under New Zealand’s building legislation. Council's Building Consents team can help you with a range of building needs and requirements.

Restricted Building Work

If your residential building work contains structural elements or affects the weather tightness of the building, it may be 'restricted building work'. This means only Licensed Building Practitioners (LBP) are permitted to design and carry out the work and must either do or supervise the work, unless the work is being carried out under an owner-builder exemption.

Building on land subject to natural hazards

If you’re thinking about carrying out building works, consider whether there may be any natural hazards present, and how they could affect compliance with the Building Act 2004 and the New Zealand Building Code.
