Water Consumption Rates
Horowhenua District Council's water consumption rates for the 2024/2025 financial year, from 1 July 2024 to 30 June 2025, are provided below and are effective from 1 July 2024.
These rates are part of Horowhenua District Council's targeted rates for water supply, set under section 19 of the Local Government (Rating Act) 2002, where a meter is used to measure consumption on the network during the period from 1 July 2024 to 30 June 2025.
Please note these charges are GST inclusive.

| Step 1 - $1.07 (GST inclusive) per m3 / 1,000 litres for the first 50 m³ / 50,000 litres of water consumed per quarter on every separately used or inhabited part of a rating unit connected to the Foxton Beach water supply network during the period from 1 July 2024 to 30 June 2025. |

Step 2 - $2.14 (GST inclusive) per m³ / 1,000 litres for the second 50 m3 / 50,000 litres of water consumed per quarter on every separately used or inhabited part of a rating unit connected to the Foxton Beach water supply network during the period from 1 July 2024 to 30 June 2025.

Step 3 - $3.21 (GST inclusive)per m3 / 1,000 litres for the balance of water consumed per quarter in excess of 100 m³ / 100,000 litres on every separately used or inhabited part of a rating unit connected to the Foxton Beach water supply network during the period from 1 July 2024 to 30 June 2025.

Water rates for metered water consumption are payable by the 25th of the month following the invoice date.
Pay your water account by direct debit
With the aim of making it easier to pay your property's water account, we offer the option to pay by direct debit.
Download and complete the Direct Debit Authority Form below and return it to Horowhenua District Council, along with independent bank verification of your bank account details - this can be an electronic copy of a bank deposit slip, a portion of your bank statement or other documentation from your bank eg 'Proof of account' from your online banking app.

Once you have the completed form and bank account verification, you can:
- email it to waterbilling@horowhenua.govt.nz; or
- bring it into one of our Service Centres in Levin (Main Office), Shannon or Foxton. Locations and opening hours can be viewed on our Visiting Us page; or
- post it to Horowhenua District Council, Private Bag 4002, Levin.
