Foxton Beach Global Stormwater Consent Application

Foxton Beach Stormwater.

Horowhenua District Council applied for a global stormwater discharge consent in 2020 to cover the discharge of stormwater into the Manawatū Estuary at Foxton Beach. 

The discharge's that will be covered in the consent are at Robbie st, Holben Reserve, Whitebait Creek, and the Linklater avenue sub-catchments. The Holben Reserve stormwater discharge is a pumped discharge during high flow events and includes some attenuation and treatment via the plantings and detention in the reserve and recreational areas. There are also attenuation ponds and a pump system in the subdivision to the north-east of the community and these are also included.

Status as of May 2024

  • An application for consent has been completed.
  • A request for further information issued under s92(1) of the Resource Management Act was received from Horizons regional council on 22 May 2023 on several aspects of the application.  
  • Council are formulating our next steps forward with specialist consultants to address the supporting information that Horizons Regional Council need.
  • Stormwater quality monitoring is ongoing.
  • Engagement with Iwi/Hapū is continuing.

What's needed?

  • Adoption of an improvement strategy including timing and funding
  • Confirmation of providing for future growth
  • An engagement plan to be formulated with treaty partners.
