There are no restrictions in the Horowhenua from placing advertising material under windscreens. If you are concerned the material is inappropriate or explicit, or the material is causing a litter nuisance, please contact Council's Customer Services Team.

Please contact Council to obtain an application form for approval. If you wish to speak or busk outside of a commercial premises or shop, permission must be obtained from the store owners/operators prior to requesting Council's permission.

Applications will be processed within 10 business days.
