Property File Requests

Property File Reports can include information found in Horowhenua District Council's records, if it is available, relating to:

  • Building information - Building consents or permits, drainage plans, floor plans, specifications and/or elevations
  • Resource Consent Information – Resource consent decisions and reports
  • Record (Certificate) of Title, Consent Notices and Easement Documents.

A property file does not replace a LIM report. We highly recommend obtaining a LIM report if you are considering purchasing a property as it provides additional information.

Please note: You don't need to order and pay for a Property File Request if you're already applying for a LIM Report on the same property. The information you receive from a Property File Request will be fully contained within the LIM Report.

How to request a property file report

You can request a Property File either online, in person or by email.

There are three options available for you to select on the application form (multiple options can be selected):

  • Building information – contains building consents/permits, drainage plans, floor plans, specifications and/or elevations
  • Resource Consent information – contains resource consent decisions and reports
  • Property Title information – contains record (certificate) of title, consent notices and easement documents

Ensure you have the street address of the property and Legal Description ready.

Complete and submit this application form and pay the associated fee. Payment can be made at the time of applying by Credit / Debit Card, or by POLi, or after applying by Internet Banking or in person.

Step 3.Visit your nearest Council Office

Pop into your nearest Council office:

  • Levin (Main Office), 126 Oxford Street, Levin, open 8am to 5pm Monday to Friday (except public holidays).
  • Foxton Service Centre, 92 Main Street, Foxton, open 9am to 5pm Monday to Friday and 10am to 4pm Saturday to Sunday (except public holidays).
  • Shannon Service Centre, Plimmer Terrace, Shannon, open 10am to 12 noon and 1pm to 5pm Monday to Friday, Saturday only 10am to 12 noon.

Please note the processing time for all Property File Requests (both online and offline) received and paid for after Monday 16 December 2024 may be extended due to the way in which response times are measured during this period.

What does this mean?

The days between 20 December in any year and ending with 10 January in the following year are not deemed as working days. Horowhenua District Council is therefore not obligated to process Property File Requests during this period.

Will the Property File Request be accepted?

The answer is "yes", if all of the information provided on the application form is correct. However, Council operates with reduced staffing levels during this period. As the period of 20 December and 10 January is not deemed as working days (please see (c) below), your Property File Request may not progress during this period.

Definition of a Working Day

The definition of a working day in the Local Government Official Information and Meetings Act 1987 is any day of the week other than:

(a) Saturday, Sunday, Good Friday, Easter Monday, ANZAC Day, Labour Day, the Sovereign's Birthday and Waitangi Day; and
(b) The day observed as the provincial anniversary day in the area in question; and
(c) A day in the period commencing with the 20th day of December in any year and ending with the 10th day of January in the following year.

Once your payment has been matched to your application, your property file will be available within 5 working days.

The fees will depend on what files you request, please see our Miscellaneous Fees & Charges page for more information. No action will be taken on your application until payment has been receipted by Council and matched to your application.

  • The information supplied in a Property File Report represents information held by Horowhenua District Council (Council) and where supplied to Council by a third party, it may not have been independently verified.
  • Council does not warrant the accuracy of the information and shall not be held liable whatsoever for any error, inaccuracy or incompleteness of the information provided whether supplied by a third party or otherwise. In the event that Council is held liable, liability shall be restricted to the cost of obtaining the Property File Report, if any.
  • The applicant should not rely on any information without personally seeking appropriate independent and professional advice.
  • The information provided in this report does not constitute a Land Information Memorandum (LIM) or any similar document. Council highly recommends individuals who are considering purchasing a property to obtain a LIM report as it provides additional information on the property.

Drainage Plans can be easily provided by Council’s Customer Experience Ambassadors for no charge.

Land Information Memorandum Reports (LIM) can be requested on our Land Information Memorandum (LIM) page. These incur a charge and are made available for the customer within 10 business days.
