Apply for a Resource Consent

You can apply to Horowhenua District Council for a Resource Consent online, by email or in person.

What you'll need - an application checklist

You'll need the following information to apply:

  • the name and address of any occupiers or owners of the site where the activity will take place
  • the type of resource consent you're seeking, eg land use or subdivision
  • any other resources consents that are required or being sought by other Councils, eg Horizons Regional Council
  • a description of the activity
  • a description of the site where the activity will take place
  • an electronic copy of the Record (Certificate) of Title for the subject property, less than three months old
  • electronic copies of the relevant plans, eg site plan, location plan or aerial photo showing the location of the property, elevation drawing showing the side views of your proposed activities eg the height and daylight setback for your new house, floor plan (if applicable)
  • an electronic copy of the Assessment of Environmental Effects (AEE)
  • a description of the ways in which adverse effects (negative effects) can be reduced or mitigated
  • a record of any consultation you've undertaken with affected parties, if any
  • electronic copies of the written approval of any affected persons, if any
  • any additional information required to be included in the application by the District Plan, the regional plan, the Resource Management Act 1991, or any regulations made under that Act
  • Part 2 RMA Assessment, if applicable
    This relates to the purpose of the RMA, in most cases the District Plan sufficiently covers this aspect. If your proposal is of a more complex nature or is something out of the ordinary then you'll be expected to provide a comprehensive Part 2 assessment.

We recommend you save your online form regularly as you work through it and store any description information in a separate document before you make a start. Step 2.Apply and pay online

Have your credit card, debit card or internet banking details ready (if paying by POLi) for the deposit fee. Your application won't be processed until payment has been receipted.

Step 3.Processing your application

Once your deposit fee payment has been matched to your application it will be assigned to a planner for processing. How we process your application depends on why the resource consent is needed and whether it needs to be notified. By email

Step 3.Pay your deposit online

Have your internet banking details ready for the deposit fee. Fees and charges can be viewed on our Planning Fees & Charges page

Please pay by internet banking to our BNZ account: 02-0668-0070607-02

  • Particulars: Your name
  • Code: Property address of application site, eg '126 Oxford Street, Lvn'
  • Reference: Receipt number on your online application, eg 'RCA-1', or 'RCA' if applying by email or in person.

Please take care to ensure the payment is correctly referenced. Your application won't be processed until payment has been receipted

Step 4.Email your form and supporting information to Council

Scan and email your completed application form, with the supporting information attached, to recordsprocessing@horowhenua.govt.nz

Step 5.Processing your application

Once your deposit fee payment has been matched to your application it will be assigned to a planner for processing. How we process your application depends on why the resource consent is needed and whether it needs to be notified. In person

Step 1.Prepare your supporting information

Gather the information you need to support your application, from our checklist provided above. You'll need to bring hard copies of the supporting information with you.

Step 3.Visit your nearest Council Office

Pop into your nearest Council office with your completed application and your supporting information.

  • Levin (Main Office), 126 Oxford Street, Levin, open 9am to 5pm Monday to Friday (except Wednesdays) and 9.30am to 5pm Wednesday. Closed on weekends and public holidays.
  • Foxton Service Centre, 92 Main Street, Foxton, open 9am to 5pm Monday to Friday and 10am to 4pm Saturday to Sunday (except public holidays).
  • Shannon Service Centre, Plimmer Terrace, Shannon, open 10am to 12 noon and 1pm to 5pm Monday to Friday, Saturday only 10am to 12 noon.

Step 4.Processing your application

Once your deposit fee payment has been matched to your application it will be assigned to a planner for processing. How we process your application depends on why the resource consent is needed and whether it needs to be notified. Paying for your resource consent application

The initial resource consent application fee payment is a deposit only. You can pay for your application deposit by:

  • credit card, debit card or POLi (online applications only);
  • internet banking; or
  • in person - if you've applied online, please bring your receipt number with you.

Once your deposit fee payment has been matched to your application it will be assigned to a planner for processing.
