Project Information Memorandum
A Project Information Memorandum (PIM) is a memorandum issued by Horowhenua District Council and is a voluntary part of the building consent process. It provides all information Council knows about your property and is specific to the building project.
A PIM does not give any form of approval under the District Plan or Building Act.
To determine whether your proposal complies with the District Plan, contact Council’s Consents Team or your own planning adviser. If Resource Consent is required it must be obtained before the building work can be started.

What other legislation do I need to consider?
Your application will be checked for compliance with Horowhenua District Council bylaws, District Plan and other relevant legislation (such as the Health Act 1956 and Resource Management Act 1991).
These checks will include matters relating to vehicle access, site coverage, building setbacks, earthworks, water reticulation, public drainage and, in the case of commercial premises, areas such as health, trade waste, Building Warrant of Fitness (BWOF) and backflow prevention.
