Horowhenua District Council has prepared the following Proposed Plan Change to the Horowhenua District Plan 2015:

Proposed Plan Change 6A: Levin North West (LNW1) Growth Area

The following amendments to the District Plan are proposed:

  • Introduce a new ‘LNW1 Precinct’ to the District Plan with a supporting structure plan and associated objectives, policies, and rules
  • Rezone land within the LNW1 Precinct from Residential Deferred to Residential
  • Introduce new subdivision rules for the LNW1 Precinct in Chapter 2.15;
  • Introduce some new bulk and location rules within the LNW1 Precinct to Chapter 3.2;
  • Introduce new rules relating to local retail and open spaced activities for the LNW1 Precinct to chapter 3.2.
  • Update Planning Map 24.

Copies of Proposed Plan Change 6A may be inspected at letskorero.horowhenua.govt.nz/PPC6A or in hard copy at the locations below from 5 April 2025 to 14 May 2025 (during usual opening hours):

  • Horowhenua District Council office: 126 Oxford Street. Hours: 8.30am to 5pm on Monday, Tuesday, Thursday, Friday, 9.30am to 5pm Wednesday.
  • Te Takeretanga o Kura-hau-pō: 10 Bath Street, Levin. Hours: 9am to 5.30pm on Monday, Tuesday, Thursday and Friday, 10am to 9pm on Wednesday, 10am to 3pm on Saturday.
  • Te Awahou Nieuwe Stroom: 22 Harbour Street, Foxton. Hours: 9am to 4pm Monday to Friday, 10am to 4pm Saturday and Sunday.
  • Shannon Library: Plimmer Terrace. Hours: 1pm to 5pm Monday to Friday, 10am to 12noon Saturday (first Saturday of the month only).

The following persons may make a submission on the proposal:

  • the local authority in its own area may make a submission; and
  • any other person may make a submission but, if the person could gain an advantage in trade competition through the submission, then the person may do so only if the person is directly affected by an effect of the proposal that—
  • adversely affects the environment; and
  • does not relate to trade competition or the effects of trade competition.

You may make a submission by sending a written or electronic submission to Horowhenua District Council at:

  • Dropping in a copy to any of the locations listed above
  • By post to: Integrated Growth and Planning, Horowhenua District Council, Private Bag 4002, Levin 5540
  • The submission must be in Form 5 of the Resource Management (Forms, Fees and Procedure) Regulations 2003 and must state whether or not you wish to be heard on your submission. Copies of this form are available from Horowhenua District Council or online at letskorero.horowhenua.govt.nz/PPC6A

Submissions close on 14 May 2025 at 5pm.

The process for public participation in the consideration of the Proposed Plan Change under the Resource Management Act is as follows:

  • After the closing date for submissions, the Horowhenua District Council will prepare a Summary of the Submissions and give public notice of the availability of this summary and where the summary and submissions can be inspected and;
  • There will be an opportunity for the following persons to make further submissions in support or opposition to the submissions already made;

     - any person representing a relevant aspect of the public interest:

    - any person who has an interest in the proposal greater than the general public has:

    - the local authority itself; and

  • If a person making a submission asks to be heard in support of their submission, a hearing must be held;
  • The Horowhenua District Council must give its decision on the Proposed Plan Change (including its reasons for accepting or rejecting submissions); and give public notice of its decision within two years of notifying the proposal and serve it on every person who made a submission at the same time; and
  • Any person who has made a submission has the right to appeal the decision on a Proposed Plan Change to the Environment Court if:

    - in relation to a provision or matter that is the subject of the appeal, the person referred to the provision or matter in the person’s submission on the proposal; and

    - in the case of a proposal that is a proposed policy statement or plan, the appeal does not seek the withdrawal of the proposal as a whole.
