Proposal to reclassify reserve and grant licence to occupy
Horowhenua District Council is proposing to change the reserve classification of a portion of the Muhunoa West Road esplanade reserve (Lot 4, DP 44581) from local purpose (esplanade) reserve to recreation reserve, in accordance with section 24(2)(b) of the Reserves Act 1977.
The reason for the proposal is to provide a more suitable reserve classification for the proposed use of that part of the reserve for a links golf course. The remainder of the reserve will retain its status as esplanade reserve; and
If the classification of the reserve is changed to recreation reserve, then in accordance with section 54(1)(d) of the Reserves Act 1977, it intends to consider a proposal to grant a licence to allow Grenadier Limited to use a portion of the reserve for the purposes of a links golf course, for a term of 33 years (with two rights of renewal of 33 years each (a total potential term of 99 years) at a market rental to be determined by valuation and subject to a condition that a walkway be constructed from the end of Muhunoa West Road to the beach.

Public Access: Continued public access through a defined public walkway connecting Muhunoa Road West to the beach to be developed and maintained by the licensee.
Environmental and Cultural Protections: Conditions to safeguard environmental and cultural values
