Submissions
On 20 October 2021, Horowhenua District Council heard and considered submissions received on its Initial Proposal regarding the representation arrangements for the Council and Community Board, to apply for the local elections to be held on 8 October 2022.
The Council received 226 submissions on its Initial Proposal. A summary of submissions and submission themes is available under 'Related Information', noting the acceptance or rejection of submissions.
Final proposal
Having considered all of the submissions, the following changes were made to the Initial proposal adopted by Council at its meeting held on 11 August 2021:
- The number of general wards will be increased to four by returning the merged Kere Kere/Miranui ward to two separate wards, being Kere Kere and Miranui;
- The number of general councillors be increased to 10 (Kere Kere (2), Miranui (1), Levin (5) and Waiopehu (2)) and the number of Māori councillors be increased to two, from a single Horowhenua (Māori) Ward; and
- The boundaries of the Te Awahou Foxton Community Board be extended as shown in Map B.
Therefore the final proposal is:
Council Representation
It is proposed that the Council comprise of 10 members elected from four general wards, two members from a single Māori ward, and the Mayor. The Māori ward will be named Horowhenua Ward. The five wards reflect the following identified communities of interest:

In accordance with section 19V(2), Local Electoral Act 2001 the population that each member represents must be within the range of 3,100 +/- 10% (2,790 to 3,410), unless particular community of interest considerations justify otherwise.
The representation of Miranui and Waiopehu Wards fall outside the stipulated range by a small margin (-11.61% and 10.81% respectively). The Council considers that the general ward arrangements proposed are the most appropriate to ensure the communities of interest of Miranui and Waiopehu are effectively represented and the arrangements do not create barriers to participation.
In addition, the following boundary adjustments to Council general electoral ward boundaries will be made:
Meshblocks 4002807, 4002808 and 4002809 (Queen Street East/Gladstone Road/Tararua Road/Arapaepae Road) will move from Waiopehu Ward to the Levin Ward.

Community Board Representation
The Council resolved to retain the Foxton Community Board, renamed Te Awahou Foxton Community Board and with extended boundaries. The Te Awahou Foxton Community Board will be elected as follows:

The Te Awahou Foxton Community Board will comprise of five members and Council will appoint one member from the Kere Kere Ward. The boundaries of the Te Awahou Foxton Community Board be extended as shown in Map B.
Note: Electors from both the general and Māori electoral rolls vote for the Community Board.
Appeals and objections
Any person or organisation who made a submission on the Council’s Initial Proposal may lodge an appeal against the Council’s decision. An appeal must relate to the matters raised in the submission.
Any person or organisation who objects to the Final Proposal may lodge an objection to the Final Proposal. Any objection must identify the matters to which the objection relates.
Appeals and objections must be made in writing and must be received by Council no later than Monday 29 November 2021.
