Under the Reserves Act 1977, Council is required to develop and review management plans for reserves under its control for the purpose of providing for the use, enjoyment, maintenance, protection, preservation and development of these reserves.
Council has approximately 60 Reserve Management Plans, many of which were prepared in 1999 and 2000. Council has commenced the review of its Reserve Management Plans to ensure that the information and guidance these plans provide on the management and vision of reserves for both Council officers and the community is up-to-date and accurate. This review will take place over several years, with user groups, neighbouring properties and the general public having the opportunity to input in to the process if they want to.

As a priority in the review of the Reserve Management Plans, Council began by reviewing its Parks and Reserves General Policy Document. The Parks and Reserves General Policy Document was approved on 6 April 2016. This document outlines the objectives and policies that are common for most reserves throughout the District. It aims to ensure a level of consistency across reserves and to reduce unnecessary repetition in ‘site specific’ Reserve Management Plans.

Reserve Management Plans act as a guide for Council Officers in making both day-to-day decisions as well as long term decisions about how Council's reserves are used, managed or developed.
Shannon Reserves Management Plan
Council is reviewing its Reserves Management Plan for Shannon’s parks, including Te Maire Park, Hyde Park, Shannon Domain, Moynihan Park and Stafford Street Esplanade. 35 Margaret Street Reserve has also been included in the review.
As part of the review process, Council invited members of the community to share their thoughts, experiences and ideas at two community drop-in sessions held in late February.
Feedback closed on Monday, 16 April 2018.

A review of the Reserve Management Plans for the Waitarere Beach, Ohau River and Foxton Reserves was initiated in 2016 and completed in 2017. These Plans have been formatted differently to previously reviewed Plans and are place-based (e.g. Foxton) rather than site-specific. This approach has allowed for officers to analyse the provision of open space in places at a high level.
The final Reserves Management Plans were adopted by Council on 11 October 2017.
